The Competence Centre sees itself as a hub between business, politics and institutions on the one hand, and research and teaching on the other. The Competence Centre promotes the discussion and development of a comprehensive and holistic security policy perspective in line with the securitisation concept, which encompasses space security, cyber security, economic security, environmental security, societal security, political security and public security.
Successful security policy and the design of security strategies for the public and private sectors-in the global context-particularly in the development of forward-looking concepts for resilience and the protection of critical infrastructures, requires open and unbiased exchange of ideas among all actors in society, politics, business, public administration, as well as academia and research. Discussion of complexity and changes in complexity over time, along with conclusions drawn from system behaviour, are essential aspects for generating security policy concepts and strategies derived therefrom by and for individual and collective social actors.
To foster this discourse and provide theoretical, methodological and practical impulses to security policy practice, we aim to design and develop a security policy think tank that addresses innovations in qualitative and quantitative concepts, models, methods and tools in the areas of monitoring, risk assessment, as well as modelling and simulation, in order to assess and support as a thought leader the future degree of required resilience at various system levels in the face of variable security challenges.
The objective of such a think tank will therefore also be to develop fundamental security policy concepts for enhancing resilience and to produce practice-oriented proposals for further advancement.
In the tension between, for example, globalisation, the exploration, shaping and economisation of space, as well as digitalisation and automation, interest flourishes in holistic consideration and the development of strategies for risk reduction and resilience.
The tasks of the Competence Centre include:
- Positioning the Competence Centre as a visible, accessible, reliable and credible source of information on strategy, security policy and resilience research in the context of a comprehensive approach
- Method development for monitoring and analysis of strategic vulnerabilities as well as development of resilience strategies in designated focus areas
- Identifying (new) technologies and evaluating them for supply chain applications
- Identifying and disseminating best practice in resilience building on a scientific basis through research, publication and organising/participating in congresses, symposia, seminars and the "Science Cloud"
- Conception of an exemplary analysis and information centre for strategic monitoring of selected security policy fields and risk environments
