The Competence Centre addresses questions concerning the efficient and effective design of health systems as well as regional, national, and international healthcare provision at both macro and micro levels, including economic analyses of improvement potential within healthcare institutions and the value chain of Strategic Health Infrastructure, also with regard to interdependencies with other Critical Infrastructures. The evaluation of preventive measures and health technologies represents a further central topic.
All questions relating to concepts and projects are addressed at strategic, tactical, and/or operational levels, incorporating all key stakeholders including economic sectors and significant environmental influences. Ethical and legal frameworks require particular consideration in this context. The aim is to anticipate critical trends in advance and factor them into forecasts. A central role is played by the consideration of scarce resources and budgets amid increasingly uncertain and constantly changing conditions such as economic crises, terrorist attacks, environmental disasters, and epidemics/pandemics. Appropriate quantitative and qualitative research methods are employed to optimally support stakeholders in decision-making when selecting suitable strategies/scenarios. War games and simulation exercises also find central application in this regard.
Furthermore, close collaboration takes place with organisations and research institutions at national and international level that address similar topics. The dissemination of knowledge through training programmes as well as the sharing of findings at academic conferences and in the media, including policy advisory services, are also of particular interest to us.
