This competence centre serves as an interdisciplinary platform for the exchange of ideas and values concerning societal changes resulting from digitalisation and the consequent transformation from an industrial to an information society.
In the context of this information society, digital sovereignty is an essential aspect with regard to personal responsibility and authority over the information generated. This autonomy of natural persons, legal entities and state administration must be appropriately considered by legislators and ensured through the legal framework.
In this context, the interface to a management system emerges. A management system must ensure that an organisation determines both the legal and moral-ethical boundaries and framework conditions relating to digital sovereignty within its boundaries. Subsequently, all measures must be determined on a risk-based approach to ensure that this information autonomy is adequately protected.
The tasks of the competence centre include:

- Provision of a communication platform on aspects of digital sovereignty
- Development of position papers relating to digital sovereignty
- Risk management
- Development of a threat catalogue relating to digital sovereignty
- Development of a certification scheme based on the threat catalogue created
- Quality seals, audits and certificates
- Development and provision of cyber risk auditing and rating
- Development and provision of quality seals and certificates for cyber risk and digital sovereignty
- Opinion formation & standardisation
- Participation in national and European working groups and projects relating to digital sovereignty
- Participation in European and international standardisation bodies relating to digital sovereignty
